Bali Reinforces Its Commitment to Sustainable Business Events with Landmark Waste-to-Energy Project

BALI — Bali has marked a significant milestone in its journey towards becoming one of the world’s leading sustainable tourism and business events destinations with the groundbreaking of the Denpasar Raya Integrated Waste-to-Energy (PSEL) Facility.

The ceremony, held on Wednesday, 8 July 2026, was attended by Governor of Bali Dr. Wayan Koster, Minister of Investment and Head of Danantara Indonesia Rosan Perkasa Roeslani, Minister of Environment and Head of the Environmental Control Agency Moh. Jumhur Hidayat, together with senior government officials, industry leaders, and international project partners.

A Historic Investment in Environmental Infrastructure

With an investment of IDR 3 trillion (approximately USD 185 million) through Indonesia’s sovereign investment agency, Danantara Indonesia, the project represents one of the country’s most ambitious environmental infrastructure developments.

More importantly, it reflects a long-term commitment to preserving Bali’s natural beauty while ensuring the island remains one of the world’s most desirable destinations for leisure travellers, international conferences, incentive programmes, and global events.

Projected Environmental & Economic Impact

Scheduled for completion in 2027, the Denpasar Raya facility is set to deliver transformative results for the island's waste management and energy sectors:

  • Waste Processing: Process more than 500,000 tonnes of municipal waste annually (over 40% of Bali’s total waste generation).
  • Emissions Reduction: Decrease greenhouse gas emissions by approximately 640,000 tonnes of CO₂ each year.
  • Renewable Energy: Generate enough renewable electricity to supply around 100,000 households.
  • Landfill Diversion: Reduce the volume of waste requiring final disposal by as much as 80%, supporting the transition away from open-dumping practices.

International Standards and Global Partnerships

The facility will utilise internationally proven moving grate Waste-to-Energy (WtE) technology, currently operating successfully in more than 50 countries, including Germany, Ireland, Australia, Thailand, Malaysia, Kuwait, and China. Designed in accordance with the European Union Industrial Emissions Directive (EU IED), the project incorporates advanced multi-stage air emission control systems to ensure high environmental performance and strict compliance with international standards.

Alongside the groundbreaking ceremony, the project reached another important milestone with the signing of a Power Purchase Agreement (PPA) between the project developer and Indonesia’s state electricity company, PLN, enabling renewable electricity generated by the facility to be supplied to the national power grid.

Construction will be undertaken by PT Daya Energi Bersih Nusantara, in partnership with Zhejiang Weiming Environment Protection Co., Ltd., a globally recognised Waste-to-Energy technology provider selected through an international competitive process.

Speaking during the ceremony, government leaders emphasised that the project is not simply about producing electricity, but about delivering a comprehensive and sustainable solution to urban waste management. The initiative is expected to improve environmental quality, enhance public health, reduce reliance on landfill disposal, and strengthen Bali’s reputation as a clean and environmentally responsible destination.

The Bali Convention & Exhibition Bureau (BaliCEB) has welcomed the groundbreaking as a landmark achievement that will further enhance Bali’s competitiveness in the global tourism and business events marketplace. Dr. Ketut Jaman, Chairman of BaliCEB, described the project as an important investment in Bali’s future.
